Heads of Agencies (HoA)

Heads of Agencies (HoA) meetings are held monthly and serve as a platform for in-depth discussions on strategic topics related to the implementation of national development plans and emerging issues. These meetings aim to foster alignment and harmonization among Development Partners Group (DPG) members in support of Ethiopia’s national priorities.
Each meeting focuses on a core topic, often addressing results and challenges across various sectors, presenting research relevant to the development community, and engaging in dialogue on socio-economic, humanitarian, and development-related matters. The agenda is carefully curated and approved by the DPG Executive Committee (ExCom), which convenes one week prior to the HoA meeting to ensure relevance and strategic focus.
Participation includes all DPG Heads of Agencies and ambassadors, reflecting the high-level nature of the discussions. Occasionally, non-traditional donors are invited to contribute their perspectives, enriching the dialogue and broadening the scope of collaboration.
HoA meetings continue to be a vital space for strategic reflection, knowledge exchange, and collective action in support of Ethiopia’s development goals.
