In response to the evolving conflict landscape in Ethiopia-particularly in the Tigray, Afar, and Amhara regions-the Development Partners Group (DPG) has launched an ad hoc Working Group on Conflict and Development Cooperation (WGCDC). This initiative recognizes the urgent need for development partners to adopt conflict-sensitive approaches that ensure safe and effective programming in unstable environments. With humanitarian needs rising across the country, the WGCDC aims to foster complementarity between humanitarian, development, and peace efforts through a nexus approach.

Mandate and Strategic Focus

The WGCDC serves as a collaborative platform for development partners to share information, conduct joint analysis, coordinate advocacy, and selectively engage in joint planning. Its scope includes examining the causes and trajectory of conflict and fragility, assessing implications for aid delivery, and exploring long-term strategies for stabilization and recovery. The group will also consider how to align humanitarian principles with development goals, ensuring that interventions do no harm and protect civilians, staff, and assets.

Participation and Coordination Mechanisms

Open to all DPG members with active development programs in Ethiopia, the WGCDC meets monthly and is co-chaired by two Heads of Agency. Both agency leadership and technical experts are encouraged to participate to strengthen the humanitarian–development nexus. Each session features a presentation from a member agency on their conflict-responsive programming, and outcomes are shared through written summaries and verbal updates at DPG meetings. Sub-groups may be formed to address specific issues in greater depth.
